Yeah, I don't quite get that either. There seems to be a new plug-in (kinda) for Twitter, according to Tech Digest here; Twinkle works like Locate Me service with geo-tags. Where basically Twitter users can get the position of other users by registering them through Twinkle, it is said Twinkle can't be accessed with Twitter so you'll have to go to Twinkle site itself...
